On June 27th, 2017 SCS was present in the training course of technical evaluation held by SAST. The training course composed of two parts: “Introduction of the work of technical evaluation”; “Application of searching information to technical evaluation”.
The first part of lecture “Introduction of the work of technical evaluation” was given by the adviser of Shanghai Assessment Center for Science and Technology Mr. Du Ming. He comprehensively elaborated the development viewpoint, stage, present status, requirements of policy, principle of evaluation, classification, method, procedure, quality control, and result application in technical evaluation as well as the present situation of technical evaluation in Shanghai. This lecture would assist the evaluation institutions to improve their comprehensive cognition and policy understanding and master the principles and methods of scientific and technological evaluation
The second part of lecture “Application of searching information to technical evaluation” was given by secretary general of Shanghai Society for Scientific & Technical Information Mr. Xiao Huwei. Scientific and technical information plays an important role in technical evaluation. It can verify novelty, progressiveness and infringement of evaluated object. In his lecture, through a lot of referenced examples he described how to search literatures from internet, journal, proceedings, thesis, business information library, market reports, patents to gain the five major sorts of scientific and technical information including related market, competition, patent, technical investigation and intellectual property appraisal and finally, to master the method and skill of obtaining background information of technical market, the trend of policy support, and so on.
